As part of the St. Petersburg International Economic Forum, Mikhail Evraev, Governor of the Yaroslavl Region, and Dmitry Pylev, the General Director of the Ural Plant of Deicing Materials LLC (UZPM), signed a letter of intent to implement the investment project ‘Construction of a Mineral Raw Materials Plant in Yaroslavl’. The investor is the Ural Plant of Deicing Materials LLC, founded by UZPM Group LLC.
The project involves creating a modern production complex for manufacturing solid deicing materials. The production site is planned to house technological sections for production, preparation, processing, granulation, storage, and packaging of products. The new enterprise will focus on manufacturing modern, eco-friendly materials for the winter maintenance of roads, urban areas, and infrastructure facilities.
The project implementation is scheduled for 2026–2030. The total investments will amount to approximately 1 billion rubles, creating at least 50 new workplaces at the plant. An existing industrial zone on Promyshlennaya Street in Yaroslavl has been selected as the construction site.
According to Dmitry Pylev, UZPM General Director, the partnership with the Yaroslavl Region will allow the company to create a modern production complex in the central part of the country, which is vital for the sustainable development of the enterprise and the entire production chain of deicing materials. “The region has established an excellent industrial base, possesses strong human resource potential, and, what is particularly important for business, shows a supportive attitude from the authorities towards investment projects. We expect that the new high-tech facility will become an organic part of the region’s modern industrial infrastructure, create new jobs, and bring tangible benefits to the regional economy,” Dmitry Pylev emphasized.
UZPM Group consolidates production assets and technological competences in the area of developing and manufacturing advanced materials for the winter maintenance of roads, urban areas, and infrastructure facilities. The group footprint includes enterprises involved in deicing material production, industrial processing of components, and applied research aimed at improving the efficiency and environmental safety of winter maintenance. The products of the group’s enterprises, which include agents for urban roads, airports, and engineering structures, as well as antifreeze concrete additives and mineral fertilizers, feature a high level of environmental safety, dissolving completely without harming the nature, are safe for animals, and significantly reduce the salt load on the urban environment compared to traditional sand and rock salt. The new production complex will enable UZPM Group to develop industrial cooperation in central Russia, increase the stability of its supply chains, and expand its capacity for manufacturing deicing materials.
